Purpose:
To seek approval to procure, based on relevant pre-tender considerations, an email filtering solution for the Shared ICT Service boroughs of Brent, Lewisham and Southwark using a framework.
Decision:
(1) To approve inviting bids under the Y17038 - KCS Professional Services Software Products and Associated Services framework, Lot 3 (Commercial Off the Shelf Software) on the basis of the agreed pre - tender considerations.
(2) To approve Officers evaluating bids referred to in (1) above on the basis of the agreed evaluation criteria.
Reasons for the decision:
It has been determined that the most appropriate means of providing the email filtering solution is through the procurement of a contractor by way of a mini-competition under the Y17038 - KCS Professional Services Software Products and Associated Services framework, Lot 3 (Commercial Off the Shelf Software) (the “Framework”).
Alternative options considered:
Other means of procuring the contract were considered by officers in the Shared ICT Service, but it was determined that use of the framework agreement Y17038 - KCS Professional Services Software Products and Associated Services framework, Lot 3 (Commercial Off the Shelf Software) rather than procuring a contract by formal tender was best in terms of the reduction in time-scales, costs and resources involved.
