Purpose:
To request authority to invite tenders in respect of the contract for the internal alterations and refurbishment of Harlesden Library, as required by Contract Standing Orders 88 and 89.
Decision:
That the Strategic Director of Community Wellbeing:
i) Approves inviting tenders for a contract for internal alterations and refurbishment of Harlesden Library on the basis of the pre-tender considerations.
ii) Approves officers evaluating those tenders on the basis of the evaluation criteria.
Reasons for the decision:
The Council requires the provision of a contract for internal alterations and refurbishment of Harlesden Library. It has been determined that the most appropriate means of providing such works is through the procurement of a contractor by way of a tender process.
Alternative options considered:
Officers considered whether works could be provided by the council itself but concluded that they were best provided by a contractor. Officers reviewed a range of procurement options, including the use of a framework, but considered that a tender process was the most appropriate means of procuring a contractor.

Parties Consulted: The Lead Member has been fully briefed and is in support of the project. Further engagement is scheduled with ward members and the Lead Member for Communities, Equalities and Culture. Key colleagues in the property and procurement teams have also been involved in the development of the project and proposals, and will continue to be involved throughout contracting and delivery. Stakeholders in the building, including Brent Hubs and Brent Start, have been engaged and regular project stakeholder meetings are in place. Community sector engagement took place during the fundraising stage and further engagement with the public and community sector is planned.
