Purpose:
To request authority to enter into a Drainage Deed with Transport for London for the installation on their land of a drainage pipe, to drain the foundations of an HVM measure.
Decision:
That the Operational Director Environment Services:
i) Approves the Council entering into a Drainage Deed with Transport for London for the installation on their land of a drainage pipe, to drain the foundations of an HVM measure.
Reasons for the decision:
HVM measures were chosen for strategic locations to prevent vehicle incursion onto pedestrian routes and allow resident access where possible. At Wembley Park Station, the line of bollards is located on the boundary between adopted highway and land owned by TfL. The sockets in HVM bollards require drainage, and due to the topography of the site, the only feasible outfall for the drainage pipe is on TfL land. The installation of the drainage pipe will therefore require the Council to enter into a Drainage Deed with the landowner, TfL.
Alternative options considered:
Officers considered not entering an agreement with TfL for the installation of a drainage pipe on their land, but in this case water would collect in the socket of the HVM bollards which would damage the installation, possibly making it unserviceable and unable to fulfil its purpose of protection to those that visit Wembley.
