Purpose:
To summarise the outcome of consutlation on a proposed adjustment for parking charges and operational controls at Barham Park Car Park to align charges at this car park with other Brent Council owned and operated car parks.
Decision:
That, following consultation with the Lead Member for Environment, the Strategic Director Regeneration and Environment:
i) Notes the outcome of the consultation
ii) Approves authority to change Barham Park Car Park’s operational hours and charges in line with the existing Traffic Management Order (TMO) covering other Brent car parks.
iii) Approves signage and operational controls to be corrected so that it corresponds to the existing TMO covering all Brent Council car parks, as a statutory requirement under the Road Traffic Regulation Act 1984.
Reasons for the decision:
As with other authorities, Brent often receives a low level of support for parking- related proposals, with many comments expressing concerns that the proposals are motivated by a desire to raise revenue rather than manage parking. However, there is no legal basis on which local authorities can consider any increase in parking- related charges for the purpose of raising revenue.
Following consultation, officers remain of the view that the proposal to align the charges of Barham car park with the existing TMO would be consistent with other Brent car parks and the reduction in charges will mean the car park is likely to bbe better used, income is likely to increase, and pressure on nearby on-street bays will reduce.
