Local Restrictions Support Grant 2020 and Test and Trace Support Payment (Emergency Key Decision)
In September, the Government announced its intention to provide financial support to businesses in the event of a local lockdown. On 28 September, the Department for Business, Energy and Industrial Strategy (BEIS) published its guidance for local authorities. This item sets out proposals relating to the implementation of the support.
In addition, approval is being sought to implementation of the discretionary self-isolation payments announced by the Government for those on low incomes who cannot work from home and have lost income, who are required to self-isolate as a result of either a test positive for COVID-19 or being identified by NHS Test and Trace as a close contact.

Reason for urgency:
It has not been possible to provide the required notice on the Forward Plan as the requirement placed upon authorities is make the payments as soon as possible for Local Restrictions Support Grant following a government order published at the end of September. The Test and Trace Support Payment scheme is already live so there is an existing requirement to make payments as and when required. The decision can not be delayed as residents and local businesses will require and expect payments to be made without delay and those asked to self isolate and have income loss must be supported by local authorities within three days. The decision therefore needs to be taken and implemented immediately to provide residents and local businesses with the funds provided during the pandemic.
