Reason for urgency:
(Part 1) The award decision for this contract was previously on the Forward Plan and the decision made but for unforeseeable reasons it was not possible to implement. Further correspondence with he preferred bidder led to the conclusion by officers that their offer did not meet the specification and was therefore non-compliant. This has led to a second award decision being required to award to the original second placed bidder in time for implementation prior to expiry of the procurement framework on 27 January 2020.
(Part 2) Approval has also subsequently been obtained (16 Jan 20) to dis-apply the call-in requirements relating to implementation of the decision on the basis that were it not to take immediate effect, it would not be possible to complete the contracting process before framework expiry, resulting in the need for a further procurement. This would delay the project which needs to be completed asap in order to meet a commitment to Microsoft.
