Reason for urgency:
The original decision to award the Contract was on the Forward Plan. Following the award decision being made and the observance of the call-in period, the organisation to which approval to award had been granted notified the Council in writing on 9 July it would not be in a position to deliver the Service. The wish is now to award the Contract to the second placed bidder.
The current contract expires on 31 July 2018. A new provider needs to be appointed as soon as possible to enable a transition to take place before the expiry of the current contract
