3) Reason why it is impracticable to defer the decisions until the correct exemption listing can be included on the forward plan.
Contract award cannot be deferred as contracts are scheduled to commence 1st October 2017. This is in order to ensure sufficient time for implementation before expiry of existing arrangements and therefore avoid the risk of disruption to essential services.
