That the application by Ricahrd Uhegbu for a temporary event notice for the sale of alcohol, regulated entertainment and provision of late night refreshments from 16:00 hours on Saturday 18 October to 01:00 hours on Saturday 19 October 2014 at ‘Oakington Manor Primary School’ (Oakington Manor Drive, Wembley, HA9 6NF) pursuant to the provisions of the Licensing Act 2003 be agreed.
The Sub-Committee noted the concerns expressed by the Environmental Health Noise Team and concluded that they were unrelated to the current application. Members also took note of the applicant’s written undertaking of the following measures he would be put in place to minimise noise nuisance;
(i) to close all windows and doors so as to reduce airborne noise (ii) to ensure security staff and stewards are present throughout the event. (iii) to make members and visitors aware of the leaving procedure (iv) to engage with local residents prior to the date of the event.
The Licensing Sub-Committee (B) emphasised to the applicant that no licensable activity should take place outdoors in the open.
The Sub-Committee (B) also added an informative that the applicant should encourage patrons to the event to leave early and in a staggered manner so as to minimise noise nuisance to the adjoining neighbours after the event. |

Minutes: That the application by Thema Channer for a temporary event notice for the provision of regulated entertainment, meals and refreshments at ‘The Stonebridge School’ (Shakespeare Avenue, London NW10 8NG) from 20:00 hours on 1 November to 03:00 hours on 2 November 2014 pursuant to the provisions of the Licensing Act 2003 be granted.
The Sub-Committee (B) drew the applicant attention to the following conditions which would apply to the temporary event notice and which the applicant was required to adhere to:
1. The applicant shall ensure that no music played in the premises is audible at or within the site boundary of any residential property. The applicant may appoint a site supervisor to be present at the premises for the duration of the event so that periodic checks can be made to ensure music is not audible outside the premises. 2. The playing of live or recorded music shall not be permitted in any external area. 3. All doors and windows will remain closed during the licensed activity. Where a door is used for patrons to enter or leave the premises the door will either be fitted with a self-closing device or a doorman will ensure that it is not left open or propped open. 4. When the premises are vacated, a door supervisor shall supervise patrons and ensure they leave in a prompt and courteous manner, respecting the neighbours. 5. Patrons are to be discouraged from congregating in large numbers outside the premises for extended periods. Once patrons finish smoking, they are to be ushered back inside the premises or asked to move on in order to prevent congestion, noise and anti-social behaviour.
The Sub-Committee heard that the applicant had furnished the relevant authority with the Risk Assessment Form 696 in relation to the event which clarified and set out details of the event including the provision of four security staff and a maximum number of guests of 200. The applicant also confirmed that guests would not be charged for entry and that alcohol would be provided free of charge. |

Minutes: That the application by Akbar Lakhani for a temporary event notice for the sale of alcohol and provision of regulated entertainment on Saturday 25 October from 22:00 hours until 05:00 hours on 26 October 2014 at “Alisan” (1 The Junction, Wembley Retail Park, Engineers Way, Wembley HA9 0EG) pursuant to the provisions of the Licensing Act 2003 be granted.
The Sub-Committee (B) emphasised that the conditions for the existing premises licence be attached to this temporary event.
The Sub-Committee heard from the relevant authority that the Risk Assessment Form 696 which addressed the concerns expressed by the Police had been submitted by the applicant. |
