Appointment of Chair Minutes: As the Chair of the sub-committee was absent, nominations were invited to appoint a chair for this meeting. Councillor Mahmood was proposed by Councillor Ahmed. There were no other nominations.
RESOLVED:
that Councillor Mahmood be elected Chair of the Alcohol and Entertainment Licensing Sub-Committee (A) for this meeting. |

The applicant was neither present, nor represented.
Having considered the matter, the Sub-Committee then asked the police to leave the room to allow the Sub-Committee to discuss the relevant issues concerning the application.
RESOLVED:
that the application by Bernard Cooney for a temporary event notice for ‘The Wishing Well’ (Church Lane, London NW9 8JS) pursuant to the provisions of the Licensing Act 2003 be refused.
The Alcohol and Entertainment Licensing Sub-Committee (A) acknowledged the requests made in the police’s written representation to address their concerns in respect of crime and disorder and prevention of public nuisance. The Sub-Committee also noted that the applicant had not agreed to the police’s requests, however had indicated verbally of their intention to withdraw the application. In view of these issues, the Sub-Committee felt that the application as it stood would not promote the upholding of the licensing objectives (prevention of crime and disorder, prevention of public nuisance, ensuring public safety and protection of children from harm), and taking into account the applicant’s apparent intention to withdraw the application, the Sub-Committee felt that in all of the circumstances of the case it was reasonable, proportionate and necessary to refuse the temporary event notice. |
