Nomination of Chair Decision: In the absence of the Chair, nominations were sought for a member to chair this meeting of the Alcohol and Entertainment Licensing Sub-Committee (A). Councillor Harrison was proposed and seconded. There were no other nominations.
RESOLVED:-
that Councillor Harrison chair the meeting of the Alcohol and Entertainment Licensing Sub-Committee (A).

Decision: That the application by Sritharan Shanmugaratnam for a premises licence for ‘Blackbird Food and Wine’ (31 Blackbird Hill, Kingsbury, London, NW9 8RS) pursuant to the provisions of the Licensing Act 2003 be agreed with an amendment to condition 8 as agreed with the police.
(i) that the following hours for the provision of licensable activities be agreed:-
1. that the hours permitted for supply of alcohol for consumption off the premises be:-
Monday to Sunday – 06:00 to 23:00
2. that the hours permitted for the premises to be open to the public be:
Monday to Sunday – 06:00 to 23:00
(ii) that condition 8 as agreed with the police be amended as set out below and to be attached to the premises licence:-
The licensee shall keep an incident book which shall be made available to the police and the licensing authority on demand.
The Alcohol and Entertainment Licensing Sub-Committee (A) felt that there was no evidence in the written representations submitted to suggest that the application would undermine the licensing objectives (prevention of crime and disorder, prevention of public nuisance, ensuring public safety and protection of children from harm) and accordingly the application was agreed.

(i) that the following hours for the provision of licensable activities be agreed:-
1. that the hours permitted for supply of alcohol for consumption off the premises be:-
Tuesday to Saturday – 07:00 to 23:00 Sunday – 09:00 to 22:30
2. that the hours permitted for the premises to be open to the public be:

A “Challenge 25” policy shall be adopted and adhered to at all times.
The Alcohol and Entertainment Licensing Sub-Committee (A) felt that there was insufficient evidence made in the representations to suggest that the application would undermine the licensing objectives (prevention of crime and disorder, prevention of public nuisance, ensuring public safety and protection of children from harm) and accordingly the application was agreed. The sub-committee also duly noted the conditions that the applicant had agreed with the police.

Decision: That the application by Wayout Dreams Community Project Limited for a variation of the premises licence for ’71-73 High Street’ (London, NW10 4NS) pursuant to the provisions of the Licensing Act 2003 be adjourned.
The Alcohol and Entertainment Licensing Sub-Committee (A) felt that in the absence of the applicant, the application should be adjourned having exercised its discretion under paragraph 20 of the Licensing Act 2003 (Hearings) Regulations 2005 to allow the applicant to respond to the concerns raised in the written representations. However, the sub-committee also stated that the applicant should be advised that should they fail to attend a future hearing for whatever reason, then the application may be considered in their absence.
