Purpose:
This decision concerns the procurement of an architecturally led multidisciplinary Design Team for the Masefield House, Wordsworth House and Dickens House sites, South Kilburn and requests approval to invite tenders to take part in a mini competition under the GLA ADUP 2 framework required by Standing Orders 88 and 89.
Decision:
Having confirmed that there is sufficient budgetary provision for the contract, to approve:
(1) inviting tenders in a mini-competition under the GLA ADUP2 framework agreement for an architecturally led multidisciplinary Design Team for Masefield House, Wordsworth House and Dickens House on the basis of the agreed pre - tender considerations.
(2) officers evaluating the tenders referred to in (1) above on the basis of the agreed evaluation criteria.
Reasons for the decision:
The Council requires an architect led multi-disciplinary design team to prepare, submit and ensure the validation of detailed planning consent and produce design and specification to RIBA Stage 3 for the comprehensive redevelopment of the Masefield & Wordsworth site and the Dickens House site.
The Operational Director confirms there is sufficient budgetary provision for the contract for the architect led multi-disciplinary design team and wishes to procure the contract through the GLA ADUP framework.
Alternative options considered:
This contract falls within the definition of a services contract under the Public Contract Regulations 2015 (‘EU Regulations’). The value of the contract is above the EU procurement threshold for services, which means the Council is required to comply with the EU Regulations when procuring the contract.
Officers are therefore proposing to procure by way of a call-off using a mini-competition process from GLA ADUP2 framework, set up in accordance with the EU Regulations.
