This report concerns the refurbishment works to Stonebridge Annexe (Morland Gardens) and seeks approval to invite tenders by way of a mini-competition under a Fusion 21 framework and for the pre-tender considerations, as required by Contract Standing Orders 88 and 89.
That the Operational Director Property and Assets:
1. Approves inviting tenders in a mini-competition under Lot 2b of the Fusion 21 Construction Works and Improvement Framework agreement for a contractor on the basis of the agreed pre - tender considerations.
2. Approves Officers evaluating the tenders referred to in 1 above based on the approved evaluation criteria.
Reasons for the decision:
The council requires the provision of minor and refurbishment works to Stonebridge Primary School Annexe (Morland Gardens). It has been determined that the most appropriate means of providing the refurbishment works is through the procurement of a contractor by way of a mini-competition under Lot 2b of the Fusion 21 Construction Works and Improvement Framework Agreement (“Fusion 21 framework”) using the approved evaluation criteria.
Alternative options considered:
Officers have reviewed a range of procurement options for the minor and refurbishment works to Stonebridge Primary School Annexe (Morland Gardens) to include traditional procurement procedures but have concluded that the use of the Fusion 21 framework provides the most appropriate and cost effective means of procuring a contractor.
