The decision concerns the procurement of a backup solution for the Shared Technology Services’ Borough of Brent, Lewisham and Southwark, and requests approval to use a framework to procure a backup solution on the basis of the pre-tender considerations.

That the Strategic Director of Customer and Digital Services:

i)             Approves inviting bids for a backup solution for the Shared Technology Services’ Boroughs under the HealthTrust Europe’s ICT Solutions 2019 Framework (ComIT 2 – Complete IT), on the basis of the pre-tender considerations.

ii)            Approves officers evaluating the bids on the basis of the evaluation criteria.

It has been determined that the most appropriate means of providing the backup solution is through the procurement of a contractor by way of a mini-competition exercise under the HealthTrust Europe’s ICT Solutions 2019 Framework (ComIT 2 – Complete IT) (the “Framework”).

Officers considered whether the backup solution can be provided by the council itself but concluded that backup solution is best provided by a contractor. Officers reviewed a range of procurement options including conducting a tender process but concluded that the use of the Framework is the most appropriate means of procuring a contractor.
