Decision details

Authority to procure an email filtering solution using a Framework Agreement (Recordable Officer Decision)

Decision Maker: Strategic Director - Customer and Digital Services

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Purpose:

To seek approval to procure, based on relevant pre-tender considerations, an email filtering solution for the Shared ICT Service boroughs of Brent, Lewisham and Southwark using a framework

Decision:

That the Stategic Director Custmer and Digital Services:

i)             Approves inviting bids under the Y20011 – KCS Professional Services Software Products and Associated Services 2 framework, on the basis of the pre-tender consiterations.

ii)            Approves Officers evaluating bids on the basis of the evaluation criteria.

Reasons for the decision:

It was been determined that the most appropriate means of providing the email filtering solutions is through the procurement of a contractor by way of a mini-competition under the Y20011 – KCS Professional Services Software Products and Associated Services 2 framework (the “Framework”).

Alternative options considered:

Other means of procuring the contract were considered by officers in the Shared ICT Service, but it was determined that the use of the Framework, rather than procuring a contract by formal tender, was best in terms of the reduction in time-scales, costs and resources involved.

Interests and Nature of Interests Declared:

None.

Wards Affected: (All Wards);

Cabinet/Committee Decision or Scheme of Delegation: Officer Scheme of Delegation (Part 3 - Constitution) & Contract Standing Orders

Parties Consulted: Representatives of the three Shared Service London Boroughs have been consulted in relation to the procurement.
