Purpose:
To request approval for inviting tenders in a mini-competition under the Notting Hill Genesis Framework Agreement for a contractor to undertake works at the Carlton and Granville Centres in South Kilburn on the basis of the pre-tender considerations and approval for Officers evaluating the tenders on the basis of the evaluation criteria.
Decision:
That the Strategic Director Regeneration and Environment, in keeping with the delegation from Cabinet on 25 July 2016:
i) Approves inviting tenders in a mini-competition under the Notting Hill Genesis Framework Agreement for a contractor on the basis of the pre-tender considerations.
ii) Approves Officers evaluating the tenders on the basis of the evaluation criteria.
iii) Notes the financial implications and that the scheme needs to acquire further capital funding via Capital Investment Panel and then Cabinet.
Reasons for the decision:
Carlton and Granville are part of the South Kilburn regeneration programme and the project has been designed up to stage 4 of the RIBA Plan of Work. The site has significant local heritage and interest. Cabinet approved continuation of Phase 2 in March 2019.
The requirement for this project is for a contractor to carryout refurbishment work as well as new build. The procurement options for this requirement is either an OJEU Procurement or a mini competition from a framework. Given the significant estimated value of the procurement and the limited time available to procure a contractor in order to commence in June 2021, it was considered that a framework route was the most appropriate.
Alternative options considered:
The requirement for this project is for a contractor to carryout refurbishment work as well as new build. Officers have reviewed a number of construction frameworks and deemed the Notting Hill Genesis Framework as the most appropriate for this project. It has suitable contractors for this type and size of project and offers the most appropriate mechanism to procure a contractor.

Parties Consulted: Regular stakeholder engagement occurs through the monthly Key stakeholders group. Membership includes ward councillors and all the relevant occupiers of the building who will be impacted through the construction. The Key Stakeholder Group have been involved in elements of the procurement process, including the formation of the Social Value document as well as the invitation to tender questions to contractors. The Lead Member for Regeneration, Property and Planning has been kept up to date throughout.
