To seek approval to award a contract to Northgate Public Services (UK) Limited, as required by Contract Standing Orders 88 and 89. This will ensure that the Council’s systems for Housing, Revenues and Benefits remain supported and the performance is stable.
That the Strategic Director of Customer and Digital Services:
i) Approves Officers awarding a contract to Northgate Public Sector (UK) Limited for the Housing, Revenues and Benefits systems for a period of two years from 1st May 2020.
Reasons for the decision:
Whilst work is undertaken to review alternatives to the Northgate systems, the Council needs to ensure that Housing and Revenues and Benefits system remain on a fully supported version, also that the options to upgrade and keep up to date with changes remain available. As the provider of the systems, only Northgate is permitted to support the systems and provide updates and it is not possible for the Council to procure such support from a third party. Therefore, it is necessary to enter into a new short-term contract with Northgate.
Alternative options considered:
Officers have considered whether Northgate systems support and updates can be provided by a third party but due to technical reasons and for the protection of exclusive rights have concluded that only Northgate is able to provide this.
