Purpose:
To request approval to invite tenders to take part in a mini-competition under the Notting Hill Genesis framework required by Contract Standing Orders 88 and 89.
Decision:
The Operational Director:
i) Confirms that there is sufficient budgetary provision for the contract referred to in (ii) below.
ii) Approves inviting tenders for the appointment of a multi-disciplinary design team for, Crone Court, Craik Court, Zangwill House and for Austen House and Blake Court on the basis of the pre - tender considerations
iii) Approves Officers evaluating the tenders referred to in (ii) above on, the basis of the evaluation criteria.
Reasons for the decision:
i) The Council requires an architect led multi-disciplinary design team to prepare, submit and ensure the validation of detailed planning consent and produce design and specification to RIBA Stage 3 (optional RIBA Stage 4) for the CCZ and AB sites for the comprehensive redevelopment of the sites.
ii) The Operational Director confirms there is sufficient budgetary provision for the contract for the architect led multi-disciplinary design team and wishes to procure the contract through CF1 Lot 1 of the Notting Hill Genesis Development Framework.
Alternative options considered:
Officers considered whether procurement of the proposed contract for the architect led multi-disciplinary design team should be by way of an Open or Restricted procurement procedure but concluded that appointment through CF1 Lot 1 of the Notting Hill Genesis Development Framework would be a more efficient, timely and straightforward procurement route.
